Any gap where a soffit has rotted or pulled away gives them a dry, sheltered entry. Replacing the board and closing the gap removes the opening. If there is an active nest, it should be dealt with separately before work begins.
The fascia is the vertical board facing outwards, which usually carries the gutter. The soffit is the horizontal board underneath, closing the gap between the fascia and the wall. They are different boards, but they often fail together.
